Appointment of dual heads of a department denies employees’ salary in Manipur

Water Resources department Manipur currently has two chief engineers. Incidentally this dual heads of department have denied the employees’ salaries for 11 months as the state’s finance department is confused to whom the salary should be transacted to.

Employees of the Water Resources department Manipur are denied their monthly salary for eleven months since the finance department is confused about which of the two chief engineers of the Water Resource department should the salary be transacted to.

Appealing the concern authorities to clear the confusion so that their salaries can be release, employees working under the department as work charge, master roll and home guard sat in protest on Thursday at the premise of the department at Imphal.

Briefing the media during the protest, the general secretary of All Manipur Water Resources Department Employees and Workers Organisation, L. Bimolchandra Singh told reporters that they did not receive their monthly salary from the month of September last year even though the finance department had already sanctioned their salary for eight months.

In compliance with the finance department’s directives for implementing the new Public Financial Managing System to make all financial transactions monitorable by the Centre, informed Bimolchandra that the employees had opened Drawing and Disbursing office account, scheme account and employee account so that a 

He further added that the employees followed the instructions and completed the mandatory procedures to receive their salaries. However, the fact that the water resource department has two chief engineers instead of the norm of having only one chief engineer, is preventing the finance department to deposit the funds meant for the salary.
