The road leading to the reputed Regional Institute of Medical Science (RIMS) is probably the most important and busiest route in Imphal city. Popularly known as the rims road, double side parking and encroachment by hectic commercial activities on the road invariably cause frequent traffic jam and road accidents.  Manipur Traffic Control Police along with Manipur police conducted an eviction drive along the Rims road and penalized double parking.

Despite the heavy traffic flow, there is no traffic point to regulate the flow and prevent double parking that congests the space on the route. Locals of the area report that frequent road accident occur at nights as there are no street lamps and many potholes lines up along the way.

A local resident, Soibamcha Langol, informed that the absence of street lamps caused uncountable accidents especially at nights. Langol said that the demand for street lamps on the deputy chief minister, Y Joykumar , who also happens to be the local MLA have so far gone unheeded.

RIMS ambulance driver, Adim Shah said that the prevailing double parking on the route to the hospital is a major hindrance in reaching the hospital in time.

An auto–rickshaw passenger service driver plying between Nagamapal to RIMS said, “traffic control police used to regulated the parking system and flow of traffic. But now they are not to be seen.”

Significantly, a news report on the deplorable condition of the Rims road, prompted the Manipur Human Right Commission to take up a suo moto case and directed the deputy chief secretary (Works), the chief Engineer, Public Works Department and the managing director, Manipur State Power Distribution Company Limited to submit reports before the Commission by May 20. Following the sou moto case the Rims road was quickly black topped and subsequently the drive against encroachers on Monday

Responding to the attention the Rims road has got, Traffic Control Police on May 18 notified that hospitals, clinics, laboratories, shopkeepers that lines up the road on both sides to removed all movable articles that encroached on the road.  The traffic control police issued an order to this effect and declared that defaulters will be penalized as per law.

Following its notification, traffic police removed and pulled down signboards, hoarding and other objects encroaching on the road. The police also gave instructions to practice only one-side parking.
