The Governor commended the Deputy Commissioners for their hard work, after taking stock of the preparedness in each district during lockdown
Governor of Manipur Dr. Najma Heptulla while interacting with the District Commissioner of 16 districts on 20th April through Video Conference at Raj Bhavan requested that random screening be carried even though the state is free of COVID-19 as a precautionary measure and be more vigilant
The conference was held to take stock of the preparedness in each district during lockdown for combating COVID-19, food grain supply, and distribution including other essential goods and Grievances redressal mechanism.
During the video conference, the Deputy Commissioner of Chandel district of Manipur informed that people are very cooperative and lockdown is going on smoothly in the district without any major issue. All the essential commodities are available for the general public.
Deputy Commissioner of Churachandpur district informed that there is a minor issue regarding Indo- Myanmar border which is 40km long. The District administration is placing a barrier around the areas to avoid cross border movement. From Tuesday, 5 kg free rice under PM Garib Kalyan Anna Yojana will be distributed starting from Singat Sub Division. The district has a higher population compared to Ration Card holders because of eligibility criteria. The district needs more than the allocated amount.
The Governor was informed that Kamjong District Administration will begin rice lifting from FCI Godown, Ukhrul and start distribution in four sub- division of Phungyar A/C. The DC highlighted the problems faced by the administration in the lifting of rice due to rain and said that the distribution may take more time due to the weather. The allocated 175 quintals are not sufficient and requested for a higher amount of OMSS allocation. And the Quarantine facilities at 3 subdivision and the health facilities is almost nil. The district does not have an ambulance either.
Noney District Administration has begun lifting the PMGKAY rice, covering 18 villages so far. There are 24 villages yet to be covered.
At Kangpokpi, 3 Quarantine centres have been set up, and out of the 408 people under the quarantine 262 have completed the period. People coming from outside the district are being screened at Mayangkhang. There is a shortage of vehicles for the medical team. Rice, sanitizers, and medicine are distributed to the public.
Pherzawl District Administration has set up seven Quarantine centers, some of those who have been under home quarantine have completed the term. The district administration will lift the April quota of PMGKAY from 22nd April but due to weather conditions, the lifting of rice will be delayed a bit.
Senapati District Administration has set up seven Quarantine centres, around 20 people are quarantined at JNV Academy, Mao. 220 persons under home quarantined who came to the before lockdown. Two high-risk cases have been released from the district hospitals. Screening centers for truck drivers and handymen are opened and rice distributions are on the verge of completion.
Deputy Commissioner of Tamenglong requested for double amount of rice and medical supplies for the district because of the travel time to Imphal from Tamenglong. The district has quarantine centres sufficient for 60 people. 555 people are under home quarantine and 209 have completed the period. 344 are still under observation but none of them are showing any symptom. April Quata of rice has been already lifted and distribution has started.
Tengnoupal has 7 Quarantine centres with a capacity of 69 beds, out of the 21 people under quarantined, 20 have completed the term. 120 individuals are home quarantine; few of them have completed their terms. 22 individuals have been tested, all the results came back negative. The district administration is in the process of lifting PMGKAY rice, essential commodities adequate, people cooperated with lockdown measures.
Ukhrul District Administration has set up camps that can accommodate 206 people, isolation facilities with 110 beds, district hospital, primary and community health centres are instituted as quarantine centers. Five family members are under quarantine. The district has adequate essential commodities and PPEs such as masks and hand sanitizers.
Bishenpur District Administration has 5 Quarantine centres with a capacity of 300 beds and has received instruction to identify centres which can accommodate 500-600 people. Since the centres are educational institutions, infrastructure like pillows, mattresses need to be purchase. Out of the 360 persons under quarantine, 309 have completed the term. Pharmacies are opened 24/7 and lockdown violators are fined. PMGKAY rice is being distributed in three assembly segments. One Grievance Cell has been set up.
Imphal East District Administration has started a home delivery system during the lockdown and more than 64 agencies are in the home delivery networking system. The district administration is also ensuring that the charities and donations received from the businessmen, hospitals, hotels, and individuals are reaching the poorest of the poor especially the destitute, the widows, Persons living with HIV and AIDS. Another important initiative is the provision of foods and other essential commodities for the migrant workers and daily wage earners numbering around 13,500 families that are hit hardest due to the lockdown. One 24X7 call centre has also been set up which is manned by a dedicated staff of the district administration. 1793 individuals have been quarantined.
Imphal West District Administration has set up 4 quarantine centre, out of which 2 centre is in use. Altogether 82 individuals have been quarantined including one Myanmarese national and all the admitted individuals have completed the term. But, due to the sealing of international borders, the Myanmarese national is not released. The district administration is trying to contact the Myanmar embassy for his deportment process. The district administration has been asked to identify more centres to the capacity of 1300. 1 (one) isolation centre is at RIMS. 11,126 migrant workers have been provided dry rations and rice distribution has been completed in 2 assembly segments while the process is on in 4 assembly segments.
The Jiribam District Administration is daily screening about 100 trucks coming from the neighboring state of Assam. The administration is daily providing around 300 food packages to the trucks. 5 Centres for quarantine have been identified with a capacity of 500 and 1 isolation centre. PMGKY rice will be distributed from 23rd April. The district administration with the help of district police and other NGOS is actively involved in the patrolling of the porous border with Assam.
At Kakching, surveillance activities have started from 14th of March in the district. 516 individuals have been under surveillance out of which 510 have been put under quarantine and they have completed the term. 6 individuals are put up in-home quarantine and another 2(two) who were the co-passengers of COVID-19 positive is in institutional quarantine, however, they have also completed the quarantine period. Rice and other essential commodities are distributed to the public including 800 migrant workers.
Thoubal District Administration has put a containment zone (3km radius) from the residential area of the individual who tested positive after attending religious seminars in Delhi. Home delivery service has been started for the containment zone and rice distribution for 2 Assembly segments has been lifted. Essential Commodities are distributed and Grievance cell has also been opened.
