Imphal : On Thursday, the Government of Manipur released many packages to overcome the hardship faced by the internally displaced people due to the conflict that erupted on 3rd May 2023.

Following are the measures undertaken as par media release by the state government: As many as 46 schemes in total are being distributed to 4 lakh beneficiaries with a fund of around Rs 330 crore. Of the total funds, Rs 36 crore has been kept specially for those living in relief camps.

A sum of Rs 1 lakh per displaced family will be provided through Direct Benefit Transfer (DBT). To assist the displaced persons, two directors of respective departments i.e. Industry and Handloom were selected to help them arrange proper marketing of their products.

Manipuri women are skilled in handloom and handicrafts, and most of them depend their livelihood on these trades. To assist them, the CM Yarn Scheme (Including Muga Silk buyback) was launched today. The scheme provides yarn free of cost. Cocoons and other materials etc. will also be provided by the government. The yarns made from the cocoons will be brought back by the government.

A special store will be opened at Ima Market where the yarn will be provided either free of cost or at a subsidized rate. The scheme includes a buyback by the government i.e. the yarn will be provided and the final product will also be brought back. This scheme is launched especially for those residing at relief
camps.

School textbooks and uniforms have been provided to government schools free of cost to assist the students, etc. under various schemes. To ensure that these benefits are delivered to the rightful beneficiaries, a cabinet sub-committee has been formed under the chairmanship of the Minister of Public Works Department, Govindas Konthoujam.

Drives to identify the beneficiaries were launched in June this year but it was halted temporarily due to the flood situation.

The state government is also considering the proposal to create respective subcommittees for each relief camp to look after the inmates residing there. If there are 20 relief camps, there will be 20 sub-committees to take permanent responsibility for looking after the welfare of the respective relief camps.

Many displaced persons have returned to their original homes. Around 400-500 people have returned and the government is constructing their houses at Sugnu and Imphal East.

An inspection with MLA, Moirang AC, Th Shanti has been carried out at Torbung to construct more than 100 houses. Some houses have already been constructed. Through this approach, displaced persons will be gradually shifted back to their original homes.

The installation of prefabricated houses in Kangpokpi district has begun. Plans are underway to install the same in Churachandpur district, regardless of the delays. As such, overall efforts are underway to bring back normalcy from various angles.

So far, an amount of Rs. 124 crore has been spent on the construction of prefabricated and temporary houses. Home appliances such as TV sets have been provided to the relief camps. Those who have not received the appliances may approach the sub-committees.

An amount of Rs 3 Crore has been invested in providing TV sets to the relief camps. The state government has been providing a sum of Rs 1,000 to every single person residing in the relief camps. The funds have been distributed on three different occasions besides today. So far, an amount of Rs 17.5 crore have been spent under this venture.

For the affected farmers, the state government has distributed an amount of Rs. 19 crore to assist them.

To provide nutrition and personal hygiene support for affected women and children, an amount of Rs 22 crore has been used. For urgent implementation, the measures are undertaken directly through the respective DCs and the Chief Secretary, considering they are meant to assist the affected households.

An amount of Rs 32 crore is being distributed to everyone residing at the relief camps. Especially for the ones residing at the relief camps, A ‘One Time Assistance (for personal item)’ is being provided up to its fourth instalments so far. Among the benefits distributed today includes an amount of Rs 6 lakh for the displaced persons.

As many as 6,000 houses received an amount of Rs 25,000, totalling Rs 15 crore were distributed under the ‘Rs 1 lakh per displaced family’ today through DBT.

A total of 736 families received Rs 20 crore so far as the first instalment for construction and moving into permanent houses. An additional 400 families will receive the assistance. Funds have been sanctioned for the construction of permanent houses for a total of 1,136 families.

Under the Chief Minister’s Entrepreneurship Support Scheme (CMESS), the inmates starting small businesses are being assisted in various measures. Medical teams have been formed for relief camps at respective districts.

The teams visit the relief camps twice a month. So far, a total of 68 teams have been constituted and 238 camps have been visited. A total of 88,088 inmates were given medical check-ups so far. Counselling for mental health is undergoing for the inmates.
