These indexes if translated well in any state and the policy translated to actions at the grassroots level shall see changes that can measure government performances in a scientific manner. The important aspect is the performance is measured by the central government body which ultimately can thereby access the return on investment of central funds
Manipur has been ranked 3rd after Himachal Pradesh and Uttarakhand among the Northeast and the hilly states in India Innovative Index 2020, released by NITI Aayog on 20th January. In NE India, Manipur tops the list and the Chief Minister yesterday on the occasion of Manipur Statehood Day echoed his rightful sentiments.
The improvement of law and order is a big boost to the overall environment in the state of Manipur. This proves that a strong-willed state government supported by the Centre, progress is bound to happen. India Innovation Index ranking is one such indicator for the state and credit should be given to all the stakeholders and people.
Manipur has a pool of human capital with a strong women folks binding the society as a cultural conglomerate. The entrepreneurial environment will get a boost with the improvement of law and order but what is to be seen is the entrepreneurial zeal of the Manipur people. Geographically Manipur’s advantage will be the southeast nations as well as its connectivity with the neighbouring states. The state is a hotspot for flora and fauna, with a strong academic and research culture.
NITI Aayog has divided innovation into two dimensions, namely innovation capabilities (Enablers) and innovation outcomes (Performance) to give the states a better perspective for identifying the critical focus areas. The five broad pillars of enablers include human capital, investment, knowledge workers, business environment, and safety & legal environment. The two performance pillars are the knowledge output and knowledge diffusion.
Each pillar comprises relevant indicators. These indicators were carefully selected to ensure a fair and accurate analysis of their respective pillars. The indicators cover both macroeconomic (government) and microeconomic (private enterprise) aspects, by considering firms’ capabilities to innovate as well as their activities and overall impact on innovation.
These indexes if translated well in any state and the policy translated to actions at the grassroots level shall see changes that can measure government performances in a scientific manner. The important aspect is the performance is measured by the central government body which ultimately can thereby access the return on investment of central funds.
A healthy competition among the states shall usher in a craving for performance-based governance rather politics based promises…
