“While in the delimitation for assembly constituencies, we have suggested that the existing five seats for the three hill districts be increased to as many as 13 new assembly constituencies to give a fair representation in the Assam assembly to the people of hill districts who had been poorly represented in the aftermath of Assam re-organization (Meghalaya) in 1969 and also Northeast Re-organisation undertaken in 1971 Its imperative to mention that most of the assembly constituencies in states like Sikkim, Meghalaya, Mizoram, Nagaland and Arunachal Pradesh were created with over above 5000 voters or less than that, therefore there is strong justification that the existing assembly constituencies in the hill districts with over One lakh voters be created into several constituencies to give a fair representation,” the memo mentioned.

The present delimitation of parliamentary constituencies has been done on the basis of 2001 census figures under the provisions of Delimitation Act, 2002. Population is the basis of allocation of seats of the Lok Sabha. As far as possible, every State gets representation in the Lok Sabha in proportion to its population as per census figures.
