The Commission of Inquiry appointed by the Central Government to conduct inquiry into various aspects of Violence in the State of Manipur that took place on and after 3rd May 2023 has issued a Public Notice dated 20th November 2023 inviting all persons acquainted with the subject matter of the inquiry to furnish to the Commission their statements by way of affidavits. Complaints and allegations can also be made to the Commission by affidavit. The Inquiry is to be conducted in respect of the causes and spread of violence and riots which took place in the State of Manipur on 3rd May 2023, and thereafter, along with other terms of reference. The procedure to be followed by the Commission during the conduct of the inquiry and the manner of filing affidavits has been prescribed in the ‘(Regulation of Procedure) Order, 2023’ of the Commission.
The Procedure Order and the Public Notice are available online at the website www.manipurgovtpress.nic.in. To facilitate access to the Procedure Order and the Public Notice, sufficient copies of the said documents will be made available at all the relief camps, Sub-Division/ District Headquarters, village authorities, and other prominent places. The government handles various social media platforms would also be used to inform the public. The Public Notice has been published in major newspapers at the State and National level on 22nd and 23rd November, 2023.
As desired by the Commission, the district administration will provide typing facilities at Affidavit Execution Centres at various places to facilitate the filing of affidavits by the public, free of cost. To ensure the safe delivery of affidavits at the Imphal and Delhi offices of the Commission, the State Government has made arrangements for the collection of affidavits at Relief Camps, Sub-Division, and District headquarters levels. People may also file affidavits directly with the Commission through post or in person. A period of 45 days has been provided to the public to file statements by way of affidavits and complaints/ allegations with the Commission.
