Delhi Government Plans to Stop Payments of Contractors Who Do Not Use Recycled Building Materials

To increase the sale of building materials particularly tiles, the Govt has come up with a new policy. As tiles are made from recycling construction wastes, the Delhi Govt is planning to stop the payments of those contractors who won’t use these items.

The government has asked the civic agencies to identify the sites which could be used to dump construction and demolition(C&D)  wastes.

The purpose of selecting such sites is to collect the wastes from these places and transport them to the recycling plants.

At the same time, some illegal dumping sites have been identified by some municipal corporations.

Delhi generates around 3,900 tonnes of construction and demolition wastes every day which is treated in the plants located at Jahangiripur, Shastri Park and Rani Khera. These plants have the capacity to treat up to 2,650 tonnes per day and come up with recycled products such as sand and tiles.

The sad state of affairs is that these plants are incurring huge losses as there are no buyers for these products. The Delhi Pollution Committee has been directed to pass an order where the purchase of such products would be made mandatory.

The decision was taken by the Chief Secretary in a meeting held in June this year. The Lieutenant Governor has directed all the government agencies to increase the use of these recycled products from the plants.

According to the 2015 advisory issued, at least 2% of the materials used in government buildings and 10 % for road work should consist of recycled products from such plants.

The highest contributor to Delhi’s dust pollution is road dust which pushes up the city’s air pollution by 35%. The additional fuel to the fire is added by C&D waste which adds another 21% to the pollution level. During winter the maximum violation of green norms takes place at the C7D sites.
