Diphu : The whole issue of irregular practice by the principal of Eastern Karbi Anglong College, Sarihajan in Bokajan subdivision of Karbi Anglong district began with an advertisement which was published in the Assam Tribune on dated 4th March 2023 by Anil Chandra Das, Principal himself flouting all existing norms.

The advertisement was published for filling a so-called vacant post of teacher against a death vacancy in the department of Political science, apparently it seems quite harmless but it is deeply rooted with a plot.

Cognizant section of Karbi Anglong has to say that, the Assam Education (Provincialisation of Services of Teachers and Re-Organization of Educational Institutions) Act, 2017 clearly says that in cases of death vacancy under the clause – 6 of the said Act, the post shall  be outside the cadre which shall stand abolished on cessation of services by the concerned teacher or tutor, as case may be , due to retirement, death, resignation or any others reasons whatsoever and cannot be appointed against such post. The act of the principal is clearly violating the norms and Services terms of the Act. 

  The immediate victim of this plot is Mr. Ramesh Kathar who is working in the department of Political Science of this institution since 2009 and fulfilling all the requisite criteria and norms to provincialisation of services of his post under the said Act. After serving for 14 years his post was not upgraded after demise of the teacher on July 29 2018. 

To the utter shock and surprise of every person associated with this educational institution, Ramesh Kathar’s services had not been Provincialised, and keeping him in the dark the Principal of the College declared the vacant post and began the maneuver to fill up the post at the cost of Ramesh Kathar’s career. 

The particular advertisement made by the principal is in clear contradiction of the Director Higher Education Govt. of Assam, Kahilpara, Guwahati, Assam’s official stand; as DHE also well-informed that the post position held (3rd) in the department by Ramesh Kathar in official website of DHE, to plan. dheassam in pro-forma of application on September 2 2020.

The Office of the Karbi Anglong Additional Director of Education has issued an order ADE/KAAC/Provincialisation dated Diphu on 15/12/2020 to upgrade to the post held by Mr. Ramesh Kathar in the department and the same was submitted to D H E on December 16 2020.

Ramesh Kathar also personally appraised the matter to officers concerned and the Director of Higher Education personally, he submitted an application which was received on February 23 2020. 

The whole plot of using soft power indicates a serious nexus between officers of Directorate Higher Education, Assam and Principal of the college, it also points towards reciprocated indulgence between them; it seems that the nexus is working for an out of sight shared benefit. 

The latest act of Anil Chandra Das and his past records suggested that he is settling a personal vendetta against the local Karbi community. During his service as the head of the institution, a number of Karbi employees in this particular institution have been detached from service by compelling them to resign from their service.
