Four public resolution adopted
One day public alert meeting on possible settlement of Naga Peace Accord organised at Imphal on September 19 resolved that the framework of agreement or the possible final settlement of the Naga Peace Accord shall not disturb and interfere into the unity and territorial integrity of Manipur under any condition.
The meeting also resolve that even if the Centre assures that geographical boundary of the northeastern states will remain intact, anything which subsequently relates to the ongoing Framework Agreement cannot be taken up inside Manipur without prior sanction and approval of the state government and the people of Manipur.
The public meeting attended by civil society organisations from hill districts and valley of the state also resolves that any steps that might be taken up by the Centre which directly or indirectly seem to endorse the longstanding demand of the NSCN IM of integrating the Naga inhabited areas such as Pan Naga Cultural Provincial Territory Council or any arrangement relating to financial autonomy or ethnic base administrative division or any other name structural formation in similar line will not be accepted.
The meeting also resolve to submit the resolution of the meeting to the Chief Minister of the state and to the Prime Minister.
While speaking at the meeting, general secretary of United Committee Manipur(UCM) Khuraijam Athouba said that political instability in the state may involve the hands of the Centre so that President Rule can be imposed in the state after which final settlement of Naga Peace talk can conclude.
Saying that the elected representatives should be responsible if President Rule is imposed in Manipur, he also recall Jammu and Kashmir issue in which article 370, which gave special status to Jammu and Kashmir was scraped during President Rule in the state.
Athouba said that, on July 26 the Governor of Nagaland and the interlocutor of the peace talk between NSCN IM and the government of India RN Ravi already declared that the Prime Minister office have instructed him to bring a final settlement of the peace talk within three months.
But it is surprising to know that the even the state government has no knowledge about the possible outcome of the peace talk, he said and added that the public alert meeting has been organised to chalk out a plan to face any outcome of the peace talk.
President of UCM, Sunil Karam said that there should be no solution to the peace talk until and unless the contents of the peace talk is declared to the public. The Prime Minister during a meeting on 2017 earlier instructed leaders of civil society organisations not to believe the rumors regarding the Naga peace talk unless an official statement is released from the Centre. But the latest statement made by the interlocutor of the peace talk has made everything clear, he added.
Convener of Manipur People Against Citizenship Amendment Bill, Yumnamcha Dilipkumar in his speech said that people should stay alert for any outcome of the peace talk since the state government will be in no position to stand against the decision of the Centre.
Vice president of Kuki Inpi(apex body of Kuki community) Manipur, Hemjathang Khongsai said that motto of Kuki Inpi is non communal, peaceful co-existence between different communities and justice for all and he added that the organisation will extend its support to the steps initiated by UCM regarding the outcome of Naga peace talk.
President of Zeliangrong Union, Assam Manipur and Nagaland, Amu Kamei urged different communities in the state respect one another and to forget the past for a peaceful co-existence and urged the Kuki communities in the state to forget the past and stop the observation of Black day observed by the community on September 13.
