Transit pass must for transportation of liquor from other States through Assam
In a bid to prevent illegal unloading of liquor or spirit from other states while during transit, the Government of Assam has brought in the Assam Excise (Amendment) Rules, 2021.
The new amendment to Assam Excise Rules, 2016 passed by the Assam Legislative Assembly here on Thursday following insertion of new rule 338A stated that any consignment of liquor transported from any place outside the State or bound for any place outside the State in course of its movement through the State, cannot be unloaded, delivered or sold in the State. The consignor, driver or transporter will have to make a declaration to the effect that the liquor being so transported will not be unloaded, delivered or sold in the state other than its original destination. A transit pass will then be issued following verification of the consignment by the authorised Excise Officer.
Both at entry and exit points, the driver or the transporter will have to get the consignment verified and obtain endorsement from the Excise Officer at the exit check point as proof of such exit from the State. “If the driver or transporter fails to submit the transit pass within the stipulated time of leaving the first entry checking point falling en route, it will be deemed that liquor so transported have been sold within the State of Assam. In that case, penalty and prosecution will be initiated as per the provisions of the Act,” Minister for Excise, Parimal Suklabaidya said, adding that the consignment of liquor and vehicle will be seized.
A fee of Rs.500 only will have to be paid online for each transit pass.
Besides liquor, the provision of a transit pass will also be applicable during transit of Extra Neutral Alcohol through Assam.
