Justice delayed is justice denied for more than four years have passed

The incumbent Vice Chancellor Prof. S.K. Srivastava played pick and choose the game with NEHU teachers’ eligible for promotion under the Career Advancement Scheme (CAS) by promoting some while ignoring the rest. The case in point is the correction of wrong dates of eligibility for promoted Professors, in which Prof. S.K.Srivastava only partially implemented  ”One Man Committee” led by Prof.K.Ismail’s recommendation for correction of dates of eligibility in case of some favourite teachers while leaving rest in the lurch. The One Man Committee recommended administrative date correction for teachers falling under UGC regulations, 2000, which amounts to upturning the decision of the selection committee by the NEHU Executive Council. Consequently, for some teachers through an administrative order correction of dates of promotion have been made under UGC Regulations 2000. But under UGC Regulations 2010 some teachers were called for re-assessment on 31.07.2017 and 01.08.2017. The results of a few were cleared while the assessed result of some teachers was never announced till date. Further, the remainder teachers’ re-assessment is also never done till date.

In the case of the remainder of teachers covered under UGC regulations, 2010, the committee recommended reassessment and Prof. S.K.Srivastava conducted the reassessment by convening selection committee. At the end of the process, for reasons best known to him, Prof.S.K.Srivastava decided to refer to the cases of reassessed teachers to the UGC for its opinion. On finding out the truth of the matter, it is understood that Prof. S.K.Srivastava, on his sweet will, did not bother to send the names of recommended candidates to the UGC, as also he is nonchalant in even opening the envelope for recommended reassessed candidates. In such a scenario, Prof. S.K.Srivastava even does not bother to decide the date for reassessment, per the One man Committee recommendations, of the teachers left out of the first round of reassessment. So, some Teachers are promoted, but on a wrong date and the procedure for correction of the date remains half-way incomplete and have been reportedly kept in abeyance for an indefinite period by Prof. S.K.Srivastava by choosing neither to even reply nor even give any reason for keeping it arbitrarily unresolved. In effect, Prof.S.K.Srivastava not only has denied promoted teachers entitlement in most cases except a few preferred ones, but he remained nonresponsive to appeals made by affected teachers compelling them to write to the highest executive authority of NEHU, who is the Hon’ble Visitor, the President of India.

The North-Eastern Hill University Teachers’Association (NEHUTA) had written to the Vice Chancellor and Chairman, Executive Council of NEHU several times on the above matter.  However, till date, the NEHUTA has not received any acknowledgement from his side. Even some individual teachers have written to the Vice Chancellor many times but no reply or acknowledgement has been received from him.

In the light of the above, NEHUTA has completely exhausted all possible channels of communication and appeals lie with the Vice Chancellor. So the NEHUTA approaches the last authority of our University, who is the Visitor to hear and listen empathetically and sympathetically to NEHUTA’s appeal for justice. Justice delayed is justice denied for more than four years have passed. NEHUTA earnestly requests His excellency to kindly intervene in this matter and direct the Vice Chancellor to implement the long pending cases as early as possible so that justice reigns supreme and the rule of law is established in NEHU for the good of all to save it also from descending into the abyss of total chaos and injustice.  The NEHUTA also has forwarded copies of this appeal to the Chief Rector of the University, His excellency the Governor of Meghalaya, UGC, MHRD etc. It is expected that some response must follow in order to mitigate the grave injustice committed to the teachers of NEHU by the present Vice-Chancellor.
